Toothpaste is an oral care product used daily in every household, and a cosmetic with its own technical demands: it goes into the mouth twice a day, so flavor, cooling sensation, foaming and safety if a small amount is accidentally swallowed all have to be carefully considered. The familiar active in this category is fluoride, which helps prevent cavities — but it also has strict concentration limits and mandatory label warnings, especially for children. Then there are the abrasives that remove plaque and stains, which must clean well without wearing down enamel. Butter-C offers full-service OEM/ODM manufacturing, from formula development and fluoride content testing to labeled finished product with its notification dossier.
Formula base
Abrasives, humectants, actives and flavor
Toothpaste is a suspension: abrasives are evenly dispersed in a humectant gel base, along with actives, foaming agents and flavor.
Abrasives
Hydrated silica for clear gel or white paste, with adjustable abrasiveness; calcium carbonate for value mass-market lines.
Humectant and thickening base
Sorbitol, Glycerin, Xylitol keep the paste from drying out in the tube; Cellulose Gum and Xanthan Gum build the paste structure.
Actives
Sodium fluoride or MFP helps prevent cavities; zinc citrate for fresh breath; pyrophosphates to limit tartar; potassium nitrate or hydroxyapatite for sensitive teeth.
Foaming agents and flavor
Surfactants for moderate foam; mint, cinnamon and fruit flavors; non-cariogenic sweeteners.

Four factors that define toothpaste quality
Fluoride within limits and still available
Total fluorine does not exceed the permitted limit, adding up all fluorine compounds. The abrasive must be compatible — calcium carbonate deactivates fluoride when paired with sodium fluoride, so MFP is used instead.
Just enough abrasiveness
Abrasives are chosen by abrasivity index: enough to remove stains without wearing down enamel with daily brushing.
Stable paste in the tube
The paste does not bleed water, harden at the tube tip, or change color or flavor over time; vacuum mixing keeps it smooth and free of air bubbles.
Flavor and feel
Cooling intensity, sweetness and after-rinse feel decide whether users buy again; the flavor is finalized with you on the sample.

Daily fluoride toothpaste
Fluoride, moderate abrasive, mint flavor; the core family line.
Stain-removing whitening toothpaste
Higher-cleaning silica, pyrophosphates to limit tartar; removes surface stains from coffee, tea and tobacco.
Toothpaste for sensitive teeth
Low abrasiveness, potassium nitrate or hydroxyapatite, mild flavor; for people who often feel sensitivity with cold foods.
Packaging is planned with the formula
Multilayer plastic or aluminum tubes; screw or flip-top caps; cartons carrying the full fluoride warnings.
Parameters we monitor
What our R&D lab measures on every sample
These are the parameters Butter-C monitors while developing the formula and scaling it up to production. Specific limits are agreed with you on the approved sample and then written into the product's in-house specification.
- Fluoride content
- Total and available fluoride are quantified on the finished product, at production and after aging tests.
- pH
- Measured on a diluted solution according to the specified method.
- Viscosity and extrudability
- The paste comes out of the tube evenly, stands on the brush and does not run.
- Stability
- Freeze–thaw cycling, storage at 40°C; water separation, hardening, color change and flavor change are monitored.
- Microbiology
- Tested at a GLP / ISO 17025-accredited laboratory.
- Heavy metals
- Mineral abrasives are a source that must be controlled; checked against certificates of analysis and tested on the finished product.
- Abrasiveness
- The abrasivity index of the abrasive is checked against the supplier's specification sheet; assessed on the finished product when making claims.
- Packaging compatibility
- Aluminum tube corrosion, delamination of the tube lining and cap leakage are monitored.
Claims
Writing claims within the cosmetic scope
Toothpaste is a cosmetic; dental and gum conditions that need a dentist are outside the product's scope. Butter-C reviews the wording on the label and marketing materials as soon as the notification dossier is prepared.
Helps prevent cavities (fluoride products)
Instead of: cures tooth decay, heals cavities.
Removes plaque and surface stains, helps teeth look whiter
Instead of: bleaches teeth, whiter teeth in 7 days.
Keeps breath fresh
Instead of: treats bad breath, kills bacteria that cause bad breath.
Helps reduce sensitivity with regular use (sensitive teeth)
Instead of: treats tooth sensitivity, cures receding gums.
Gum care
Instead of: treats gingivitis, stops gum bleeding, treats periodontal disease.
Mandatory fluoride warning
"Contains sodium fluoride" plus the instruction that children aged 6 and under should use a pea-sized amount under adult supervision.
