Mouthwash is an extra step after brushing, chosen mainly for the clean feeling and fresh breath it leaves. For users, quality comes down to three things: enough cooling without burning, a clear solution with no cloudiness, and a flavor that lasts well after rinsing. Technically, the challenge lies in solubilizing essential oils and flavors in a water base, keeping the solution clear across temperature conditions, and choosing actives that are compatible with each other. Alcohol-based lines give a strong cooling sensation; alcohol-free lines are gentler and suit a wider range of users. Formula base
A clear solution of solvents, flavor solubilizers and actives
Mouthwash is an aqueous solution in which flavors and essential oils are dissolved using alcohol or non-ionic solubilizers. Actives are chosen to match the product direction.
Solvents
Purified water; food-grade alcohol for alcohol-based lines; glycerin and propylene glycol for alcohol-free lines.
Solubilizers
Poloxamer, PEG-40 hydrogenated castor oil, polysorbates — keep flavors and essential oils fully dissolved and clear.
Actives
Zinc salts and CPC for fresh breath; sodium fluoride for cavity-prevention lines; green tea and betel leaf extracts.
Flavor and preservation
Mint, mint green tea, cinnamon flavors; non-cariogenic sweeteners; a preservative system suited to the pH.
Key technical points
Four factors that define mouthwash quality
Stable clarity
Flavors and essential oils must dissolve completely; no clouding when chilled or after hot, humid conditions.
Moderate cooling
Alcohol, menthol and flavor are balanced for a cool sensation without burning; finalized on rinse-test samples.
Compatible actives
CPC does not go with anionic surfactants; zinc salts readily precipitate with phosphates. The system is chosen to work together from the outset.
Aftertaste
Zinc is astringent and CPC slightly bitter — sweeteners and flavor are needed to mask these properly.

Zinc salts, CPC, mint flavor; with or without alcohol.
With fluoride
Sodium fluoride at the level intended for mouthwash, with the mandatory warnings; for people who want extra care for their teeth.
Herbal
Green tea, betel leaf, clove, eucalyptus oil; natural color and a mild herbal taste.
Packaging is planned with the formula
PET or recycled PET bottles with a measuring cap; alcohol-based lines need seal and weight-loss testing.

What our R&D lab measures on every sample
These are the parameters Butter-C monitors while developing the formula and scaling it up to production. Specific limits are agreed with you on the approved sample and then written into the product's in-house specification.

- Tested at a GLP / ISO 17025-accredited laboratory.
- Preservative performance
- Preservative efficacy (challenge) test, especially for alcohol-free lines.
- Packaging compatibility
- Weight loss, bottle deformation and cap leakage are monitored.
Claims
Writing claims within the cosmetic scope
Mouthwash claims very easily drift into dental-product territory. Butter-C reviews the wording on the label and marketing materials as soon as the notification dossier is prepared.

Instead of: treats bad breath, kills bacteria that cause bad breath.
Helps clean the mouth and reduce plaque build-up
Instead of: kills 99.9% of bacteria.
Helps prevent cavities (fluoride products)
Instead of: cures tooth decay.
Gum care
Instead of: treats gingivitis, stops gum bleeding, treats mouth ulcers.
Warning for fluoride lines
"Contains sodium fluoride"; not for use by children under 6.
Directions
Rinse and spit, do not swallow; state the amount and rinsing time.
