Gray coverage shampoo is an at-home hair color option for people who are not used to cream dyes: mix two parts, work into the hair like a shampoo, leave for a few minutes and rinse, and gray hair is colored black or brown. Demand comes from middle-aged and older consumers and men who want to cover gray hair quickly, simply and affordably. In essence, this is a hair dye product: color is formed by oxidative dyes reacting directly on the hair shaft, and these dyes are all on the restricted list with concentration limits and mandatory allergy warnings on the label. Following the rules protects both consumers and your brand. Butter-C offers full-service OEM/ODM manufacturing, from formula development to labeled finished goods with a cosmetic product notification dossier.

Formula base

Color part, developer part and shampoo base

Gray coverage shampoo usually consists of two separate parts, mixed just before use so the color-forming reaction takes place on the hair.

Color part

Oxidative dyes (primary intermediates and couplers) in a shampoo base with an alkalizing agent; their ratio determines a black, dark brown or brown shade.

Developer part

Low-concentration Hydrogen Peroxide in a stable base; when mixed with the color part it triggers the color-forming reaction.

Shampoo and conditioning base

Surfactants provide light foam for even application like a shampoo; conditioning agents and plant oils reduce dryness after coloring.

Herbal extracts

Fo-ti (he shou wu), honey locust, ginger and goosegrass support a herbal story. Herbs do not replace the dyes — the color still comes from oxidative dyes, and the label must list ingredients accurately.

Key technical points

Four factors that define gray coverage shampoo quality

Dyes within limits

The concentration of each dye after mixing is calculated against the limits of the permitted list; for example, p-Phenylenediamine does not exceed 2% on the hair after mixing.

Even gray coverage in a short time

Dye ratio, alkalinity and viscosity are adjusted so the mixture coats the hair evenly and develops color within the time stated on the label.

Both parts stable in the sachet

The color part can oxidize inside the sachet if air gets in; antioxidants and barrier packaging keep the color unchanged until use.

Complete label warnings

Mixing ratio, allergy warning, pre-use skin test instructions, wearing gloves, not for use on persons under 16 — mandatory content under the restricted substances list.

Three formulation directions

Three common gray coverage formats

Two-sachet gray coverage shampoo

Two small sachets mixed for single use; fast color, convenient, low price. The most common format in the domestic market.

Dual-chamber bottle gray coverage shampoo

The two parts are stored separately in a twin bottle or two bottles; multiple uses, with the pump dispensing the correct ratio.

Non-oxidative herbal gray coverage

Henna powder and indigo powder — color develops more slowly and lighter, with longer processing time; suits a natural positioning, but jet black is hard to achieve.

Packaging must be planned with the formula

Multi-layer aluminum barrier sachets, twin bottles, boxes with gloves and an instruction leaflet. The developer part needs peroxide-resistant packaging.

Parameters we monitor

What our R&D lab measures on every sample

Below are the parameters Butter-C tracks during formula development and scale-up to production. Specific limits are agreed with you on the approved sample and then written into the product's in-house specification.

Dye content
Assayed in the finished product and checked against the limits after mixing at the ratio stated on the label.
Hydrogen Peroxide content
Assayed in the developer part, with stability tracked over time.
Coverage
Test dyeing on standard gray hair swatches for the instructed time; color compared with the approved sample.
Color fastness
Color assessed after multiple washes with a regular shampoo.
pH and viscosity
Measured on each part and on the mixture after mixing.
Stability in packaging
Monitoring color change of the color part, loss of peroxide content and sachet swelling after aging tests.
Microbiology
Tested at a GLP / ISO 17025-accredited laboratory.
Label and leaflet content
Review of mandatory warnings, mixing ratio and skin test instructions.

Claims

Keeping claims within cosmetic scope

Hair coloring is a valid cosmetic function; preventing gray hair or turning hair black again from the root is not. Butter-C reviews the wording on labels and marketing materials while preparing the cosmetic product notification.
