Dandruff is visible, excessive flaking of the scalp, often accompanied by itchiness and an oily scalp; it is partly linked to the microorganisms that naturally live on the scalp. Anti-dandruff shampoo is a hair care category with steady year-round demand, especially in hot, humid climates and among men. Unlike a regular shampoo, it contains dandruff-cleansing actives that appear on restricted-substance lists with concentration limits, so the formula has to be effective enough, compliant, and still leave hair soft so consumers keep using it. Formula base
Dandruff-cleansing actives, cleansing base and conditioners
Dandruff-cleansing actives need a suitable shampoo base so they spread evenly over the scalp and stay long enough before rinsing.
Dandruff-cleansing actives
Piroctone Olamine, Climbazole, Zinc Pyrithione — each with its own concentration limit for rinse-off hair products; Salicylic Acid helps loosen dandruff flakes and is also restricted.
Cleansing base
Sodium Laureth Sulfate and Cocamidopropyl Betaine for effective oil removal; milder bases for sensitive scalps.
Hair conditioners
Cationic polymers, emulsified silicones, Panthenol — restoring softness to hair, since people with dandruff often wash several times a week.
Sensory and botanicals
Menthol and peppermint oil for a cooling scalp feel; tea tree, rosemary and ginger for a botanical story.

Four factors that define anti-dandruff shampoo quality
Actives within limits
The concentration of each active is checked against the rules of the target market; some markets, such as the EU, have banned Zinc Pyrithione in cosmetics, so active selection must take export markets into account.
Even distribution of actives
Zinc Pyrithione is insoluble and must be suspended evenly in the base with polymers so it does not settle; Piroctone Olamine and Climbazole must be fully dissolved.
No discoloration
Pyrithione turns blue-gray in contact with iron ions; Piroctone Olamine is sensitive to metal ions. Chelating agents and raw materials with controlled metal impurities keep the color stable.
Clean without drying hair
Frequent washing with a strong cleansing base can leave hair dry and brittle; the conditioner level is adjusted so hair stays soft after repeated washes.

Packaging is designed together with the formula

What our R&D lab measures on every sample
Below are the parameters Butter-C monitors during formula development and scale-up to production. Specific limits are agreed with you on the approved sample and then written into the product's in-house specification.
- Dandruff-cleansing active content
- Assayed in the finished product to confirm it is effective and within the permitted limit.
- pH and viscosity
- Measured at 25°C; they affect active stability and the feel during washing.
- Homogeneity
- No settling of actives and no phase separation after centrifugation and aging tests.
- Color
- Monitored for blue-gray or yellowish discoloration after storage at 40°C.
- Conditioning performance
- Assessed on hair tresses: slip during rinsing and ease of combing.
- Microbiology and preservative efficacy
- Tested at a GLP / ISO 17025-accredited laboratory; preservative efficacy (challenge) test to ISO 11930.
- Efficacy assessment (if publishing figures)
- Dandruff scoring on volunteers at an independent testing facility, when you want to state figures on the label.
- Packaging compatibility
- Monitored for staining, pump force and leakage.

Writing claims within the cosmetic scope
Anti-dandruff shampoo is a cosmetic; claims stay within cleansing and scalp care. Butter-C reviews the wording on the label and marketing materials while preparing the notification dossier.
