Waterless hand gel cleans hands quickly when soap and water are not available: in the car, at the office, at school, in restaurants. Users want a gel that dries in seconds, is not sticky, does not leave hands rough after repeated use, and does not smell harshly of alcohol. One thing you need to decide up front: the claims you make determine the dossier category. A gel claimed for everyday hand cleansing can follow the cosmetic dossier route; a gel claimed to act on microorganisms or intended for healthcare settings falls under biocidal products with a separate registration dossier. Formula base

Alcohol gel with humectants

A waterless hand gel is mostly alcohol, thickened into a gel so it does not run, with humectants added to limit skin dryness.

Alcohol

Ethanol is the main ingredient, at a level set by the claim route; can be blended with isopropanol.

Gelling agent

Neutralized carbomer, cellulose derivatives — a clear gel that does not clump in alcohol.

Humectants

Glycerin, aloe, panthenol, vitamin E — replenish moisture in the hands.

Fragrance

A light fragrance to mask the alcohol odor, or fragrance-free.
