Sheet mask OEM/ODM manufacturing
Sheet Mask · OEM/ODM
A sheet mask is two products in one pouch: the sheet and the essence soaked into it. The sheet holds the essence against the skin for fifteen to twenty minutes and limits evaporation, so with the same essence formula, changing the sheet material changes the whole experience — how well it fits the face, how cool it feels, how much essence is left in the pouch. It is also a format that demands tight microbiological control: the essence is water-rich, the contact area with the sheet is very large, and each pouch is sealed for single use. Butter-C offers full-service OEM/ODM manufacturing, from formula development to labeled finished product with its notification dossier.
Formula base
The sheet and the essence
The two parts are chosen together: the essence must soak evenly into the sheet, and the sheet must release the essence onto the skin rather than hold it in the fibers.
Sheet material
Regenerated cellulose fibers (cupra, lyocell), cotton, microfiber, bamboo charcoal; bio-cellulose from fermentation; hydrogel. They differ in thickness, transparency when wet, fit and essence-holding capacity.
Essence base
Water, humectants (Glycerin, Butylene Glycol, Betaine), a polymer for body so the essence does not drip, a fragrance solubilizer and a preservative system.
Common actives
Hydrolyzed collagen, Sodium Hyaluronate, Niacinamide, Panthenol, centella asiatica, peptides, plant extracts. In cosmetics, collagen works on the skin surface, moisturizing and forming a soft film.
What to weigh when choosing
Sheet cost makes up most of the unit cost; essence volume per pouch; stickiness after removing the mask; and how gentle the preservative system is when the product stays on the skin for a long time.
Key technical points
Four factors that define sheet mask quality
Sheet–essence compatibility
Some preservatives and actives are adsorbed by the sheet fibers, lowering their concentration in the essence. Stability and preservative efficacy tests are run on the finished pouch with the sheet, not just on the essence.
Essence viscosity
Too thin and it drips during use; too thick and it does not soak evenly into the folded sheet. Viscosity is adjusted to the sheet material and folding method.
Microbiological control
Sheets are sterilized before use; compounding and filling take place in a clean area; pouches are sealed immediately after filling. Every finished batch is tested for microbiology.
Gentle during long contact
A mask creates occlusion, so actives and fragrance penetrate more than usual. Active levels, fragrance and pH are set gentler than in a comparable serum.
Three formulation directions
Three common sheet mask formats
Thin fiber sheet mask
A thin regenerated cellulose sheet, nearly transparent when wet, that fits closely to the face. The most common format, reasonably priced, for weekly or daily use.
Bio-cellulose mask
A fermented cellulose sheet, thick and cooling, that adheres well and holds the essence for longer. Higher positioning, often sold as single pieces.
Hydrogel mask
A gel sheet pre-loaded with essence, usually split into upper and lower halves; some types turn clear during use. Requires a dedicated line and packaging.
Packaging is planned with the formula
Multilayer aluminum foil pouches that block light and moisture, sealed on three or four sides; a plastic liner can be added to hold the sheet's shape. An outer carton is packed by piece count.
Parameters we monitor
What our R&D lab measures on every sample
These are the parameters Butter-C monitors while developing the formula and scaling it up to production. Specific limits are agreed with you on the approved sample and then written into the product's in-house specification.
- Essence sensory profile
- Color, odor, clarity; color drift of extracts is tracked across stability checkpoints.
- pH
- Measured directly on the essence at 25°C; pH drift after contact with the sheet is tracked.
- Viscosity
- Measured with a rotational viscometer; determines how well it soaks into the sheet and how much it drips.
- Essence weight per pouch
- Checkweighed on the line; variation between pouches stays within the agreed limits.
- Even saturation of the sheet
- Pouches are opened after filling and after storage: the sheet is evenly soaked, with no dry areas.
- Seal integrity
- Leak and pressure tests on the pouch; a failed seal is the main cause of dried-out sheets and contamination.
- Stability
- 40°C and freeze–thaw cycling on finished pouches; color, odor, pH and pouch swelling are monitored.
- Microbiology & preservative efficacy
- Tested at a GLP / ISO 17025-accredited laboratory; preservative efficacy (challenge) test per ISO 11930, performed on the essence with the sheet.
- On-skin assessment
- Fit, cooling, stickiness after removal, stinging during use.
Claims
Writing claims within the cosmetic scope
Collagen masks are a category where claims often overreach. Butter-C reviews the wording on the label and marketing materials as soon as the notification dossier is prepared; below are commonly used phrasings.
Hydrates, helps skin feel soft and plump
Instead of: replenishes the skin's collagen, boosts collagen production, regenerates skin.
Helps skin look fresher and brighter after use
Instead of: instant whitening, whiter by several shades.
Soothes skin
Instead of: anti-inflammatory, treats redness, treats irritation.
Helps skin look firmer and smoother
Instead of: face lifting, wrinkle removal, tightening like a cosmetic procedure.
Directions
State the application time, uses per week and single use only; do not state "leave on overnight" unless it has been assessed.
Labeled quantity
State the weight or volume of essence per sheet in legal units of measurement (g or ml) and the number of sheets per box.

Reference product
Hydrating collagen mask
A product direction shown here to help you picture the possibilities. Your brand is free to take a different direction — this is simply a starting point for discussion.
Hydrolyzed collagen
The hero active of the product, moisturizing and forming a soft film on the skin surface.
Clear, lightly thickened essence
Soaks evenly into the sheet, does not drip during use, not sticky after removal.
Face-hugging sheet
Cut to the shape of the face, with slits at the nose and cheeks so the sheet lies flat.
Pouch format
Individually sealed aluminum foil pouches in pale pink, matching the product line's identity.
Customization options
What you can specify
The same product type can serve very different customer groups depending on the brand. Tell us your requirements in the areas below and our team of pharmacists will develop a matching formula.
Sheet material
Thin fiber, bio-cellulose or hydrogel — this accounts for most of the unit cost.
Main benefit
Hydrating, soothing, brightening or care for aging skin — one clear benefit per sheet.
Actives
Hydrolyzed collagen, Hyaluronic Acid, Niacinamide, centella asiatica, peptides, extracts that fit your brand story.
Fragrance
Fragrance-free or lightly scented; gentle fragrances are chosen because the product sits right under the nose during use.
Packing format
Single sheets for retail, boxes of 5 or 10, or weekly sets.
Ingredient direction
Vegan, alcohol-free, paraben-free — note that animal-derived collagen does not suit a vegan direction.
