Formula base
An alcohol-free aqueous base with solubilizers and a robust preservative system
Without alcohol, the base needs added polyols and non-ionic solubilizers to keep flavor and essential oils clearly dissolved and to give a smooth mouthfeel.
Polyols
Glycerin, propylene glycol, sorbitol or xylitol — retain moisture, add a light sweetness and support solubilization.
Solubilizers
Poloxamer, PEG-40 hydrogenated castor oil, polysorbates — keep the solution clear.
Actives
Zinc salts and CPC for fresh breath; sodium fluoride for cavity-prevention lines; herbal extracts.
Preservation
Sodium benzoate and potassium sorbate at a suitable pH; verified by a preservative efficacy (challenge) test.
