Facial Mist · OEM/ODM
A facial mist is a water-based solution sprayed onto the face as a fine mist, usable at any time, including over makeup. Compared with a toner, it has two extra constraints: the product must pass through a sprayer, so viscosity and clarity are tightly locked, and the droplets must be fine enough not to bead on the skin. The formulation challenge is "cooling without drying" — evaporating water pulls moisture from the skin if humectants are lacking, but too much humectant becomes sticky and tacky over makeup. Butter-C offers full-service manufacturing, from formula development to labeled finished goods with a cosmetic product notification dossier.
Formula base
Water base and humectant system — choose the base first, the sprayer follows
Water makes up over 95% of the formula, so the water source is the product story. Everything else must be kept small enough not to spoil the mist or feel sticky. The three groups below are the directions Butter-C works with.
Water base
Purified water; natural mineral water rich in magnesium, calcium and silica (a water source analysis must accompany the dossier); or floral waters such as rose or chamomile — these bring a natural base scent but need stronger preservation.
Humectants
Glycerin 1–3% (higher levels feel sticky and tacky over makeup), Propanediol, Betaine, Sodium PCA, low-molecular-weight Hyaluronate 0.05–0.2% — higher levels tend to clog the sprayer.
Soothing and cooling
Allantoin, Panthenol, centella and aloe vera extracts; Menthyl Lactate for a cooling feel without the irritation of menthol; added mineral salts (Magnesium Sulfate, Zinc PCA) at low levels.
Points to weigh when choosing
The mineral water source and its accompanying documentation; the high conductivity of mineral water corrodes the sprayer spring; a fragrance-free, alcohol-free positioning; and the cost of floral water compared with purified water.
Key technical points
Mist, sprayer and preservation — the three things that decide whether a facial mist works
With the same formula, changing the sprayer changes the product entirely: a fine mist turns into a jet, or the actuation becomes heavy. The three areas below are finalized together, never separately.
Viscosity and surface tension
The solution must be close to water — just a few mPa·s. Higher viscosity or surface tension produces a coarse mist and beading. That is why Hyaluronate, gums and solubilizers are limited to very low levels.
Mist sprayer
A fine-mist sprayer dosing 0.1–0.2 ml per actuation. Spray pattern on blotting paper and dose weight per actuation are tested on the exact sprayer to be used — R&D samples are always sent with the sprayer.
Material compatibility
Mineral salts and high conductivity corrode the steel spring of the sprayer; we choose 316 stainless steel springs or metal-free sprayers and run long-term immersion tests. Fragrances and oil-soluble extracts carried by solubilizers can leave white marks as they dry — water-soluble ingredients or fragrance-free options are preferred.
Preserving an all-water system
The product is opened and used repeatedly, often carried around and exposed to sun — a preservative efficacy (challenge) test is mandatory. Phenoxyethanol/Ethylhexylglycerin, 1,2-Hexanediol, chelating agents. For a "preservative-free" positioning, bag-on-valve packaging is used, at a significantly higher cost.
Three formulation directions
One principle, three different experiences
Pure mineral mist
Mineral water and mineral salts with almost no humectants. Used for cooling and setting makeup; feels dry and fresh right after spraying.
Hydrating mist
Adds low-molecular-weight Hyaluronate, a little Glycerin and soothing agents. More noticeable hydration, suited to air-conditioned environments; must be carefully balanced to avoid stickiness.
Bag-on-valve mist
The solution sits in a sealed bag, with propellant outside the bag. A very fine mist, and the product never contacts air throughout use — requires a dedicated filling line and specific shipping regulations.
Packaging must be planned with the formula
Plastic or glass bottles with a mist sprayer; clear bottles show the solution's color, so light-sensitive actives need dark bottles. The sprayer is chosen first, and the formula is adjusted to it.
Parameters we monitor
What our R&D lab measures on every sample
Below are the parameters Butter-C tracks during formula development and scale-up to production. Specific limits are agreed with you on the approved sample and then written into the product's in-house specification.
- Sensory profile & clarity
- Color, odor and clarity measured by turbidity. Compared against the reference sample retained in the R&D lab.
- pH
- Measured directly at 25°C and kept within 5.0–6.5. pH drift is tracked across stability time points.
- Density & conductivity
- For mineral water bases, conductivity is the key batch identification parameter — it directly reflects mineral content.
- Surface tension & viscosity
- The two values that decide between fine mist and a jet; upper limits are set according to the chosen sprayer.
- Spray pattern and droplet size
- Tested on blotting paper: spray angle, evenness, no beading; dose weight per actuation on the exact sprayer to be used.
- Feel after drying
- White marks, stickiness, tackiness over makeup — tested on skin and over foundation.
- Stability
- Accelerated aging at 40°C, freeze–thaw cycling and light exposure; monitoring discoloration, haze and mineral precipitation.
- Sprayer compatibility
- Long-term immersion: spring corrosion, actuations without jamming, no increase in actuation force after aging.
- Microbiology & safety
- Tested at a GLP / ISO 17025-accredited laboratory; preservative efficacy (challenge) test per ISO 11930. Eye irritation is assessed because the mist easily reaches the eyes when sprayed.

A natural mineral water base, carrying a water-source story and a cooling feel when sprayed.
Hyaluronic Acid
Low-molecular-weight Hyaluronate at a small percentage — enough to hydrate without coarsening the mist.
Cooling, refreshing
Positioned for all skin types, for use at any time of day, including over makeup.
100 ml format
Clear bottle with a metal mist sprayer — a take-along size.
Customization options
What you can specify
The same product type can target very different customers depending on the brand. Tell us your requirements in the areas below, and our team of pharmacists will develop a matching formula.
Water base
Purified water, natural mineral water or floral water — this defines the product story, base scent and preservation approach.
Humectant system
From almost none (pure mist) to one with Hyaluronate — tied to mist quality and stickiness.
Soothing and cooling

Sprayer and mist quality
Fine or medium mist, dose per actuation — the sprayer is chosen first and the formula adjusted to it.
Fragrance and color
