Fermented rice bran toner OEM/ODM manufacturing
Fermented Rice Bran Toner · OEM/ODM
Rice-rinsing water and rice bran are part of traditional beauty practices in many Asian countries; a 2022 review (Zamil et al.) notes that rice has been used for cosmetic purposes for centuries. That is a cultural story for your brand, not yet evidence of efficacy. The modern version of this story is rice bran fermented by Saccharomyces microorganisms (INCI: Saccharomyces/Rice Bran Ferment), supplied as a ready-made blend in water, butylene glycol and 1,2-hexanediol. Evidence specific to this ingredient is limited: in our PubMed search we found no human studies, and the closest data come from cell experiments. That is why this fermented rice bran toner is built as a moisturizing toner: the fermented rice bran carries the story, while the "moisturizes" and "leaves skin soft and smooth" claims rest on the humectants in the formula and on testing of the finished product; if your brand wants a "more even-looking skin tone" positioning, that claim rests on 2–5% niacinamide. Butter-C offers turnkey OEM/ODM manufacturing, from formula development and testing to labeled finished goods and the notification dossier.
Formula base
Fermented rice bran, humectants and water
A toner is almost entirely water, so the four groups below decide the skin feel, the stability and the product story.
Fermented rice bran: reading the raw material label correctly
By its INCI definition, Saccharomyces/Rice Bran Ferment is the product obtained by fermenting rice bran with Saccharomyces microorganisms; its listed function is humectant. The material Butter-C holds is the blend "Water (and) Butylene Glycol (and) 1,2-Hexanediol (and) Saccharomyces/Rice Bran Ferment": the use level refers to the blend, not to the ferment itself, and the INCI label lists all four components.
Not a live microbial preparation
The INCI name is "Ferment" (fermentation product), not "Ferment Filtrate" (a filtrate with the cells removed). As CIR describes fermentation INCI names (for example for Lactobacillus; see our Lactobacillus ferment filtrate article), a "Ferment" is usually the whole culture, sterilized to inactivate the microorganisms, and may still contain inactivated cells. The supplier needs to confirm the inactivation process (and any filtration) and provide a microbiology certificate of analysis for every lot. The label should not say "live probiotics" or "probiotic".
Base humectants
Glycerin, butylene glycol (partly already in the blend), betaine, sodium PCA, panthenol and a small amount of sodium hyaluronate; this group is the main basis for the moisturizing claim.
Actives matched to positioning
Niacinamide at 2–5%, the range with human data on skin tone evenness and sebum (per our niacinamide article); allantoin for a gentle positioning. Every added ingredient is rechecked for clarity, pH and color.
Key technical points
Color, odor and microbiology: what is specific to a fermented ingredient
Color and odor of the ferment blend
The blend can carry its own color and odor, is sensitive to heat and light, and tends to darken over time (per the raw material data). It is added in the cool-down phase without heating; the use level is fixed after color and odor checks through accelerated aging and light exposure.
Preservation for a high-water toner
High water activity plus a fermented agricultural raw material make a preservative efficacy (challenge) test to ISO 11930 mandatory. Phenoxyethanol/ethylhexylglycerin (phenoxyethanol ≤ 1%), or sodium benzoate (≤ 0.5% as acid in leave-on products) with potassium sorbate (≤ 0.6% as acid) at a low enough pH; limits per ASEAN Annex VI. The 1,2-hexanediol that comes with the blend does not replace the finished product's preservative system.
pH and buffering
Moisturizing toners are usually kept at pH 5.0–6.0; niacinamide is stable at pH 5–7. The blend's pH is measured per lot, buffered with citric acid/sodium citrate, and pH drift is tracked across stability time points.
Clarity and metal ions
Extracts and ferments can change color with metal ions and haze in the cold: disodium EDTA is added, the batch is filtered before filling, and samples are always tested at 4°C.
Three formulation directions
Three kinds of fermented rice bran toner
Fluid moisturizing toner
Water-thin: fermented rice bran with glycerin, betaine and panthenol; patted in by hand or applied with a cotton pad. For normal and dry skin.
Lightly thickened essence
Sodium hyaluronate or a gum at a very low level, with a higher share of the ferment blend as a selling point. Absorbs more slowly; tackiness has to be balanced for layering.
Fermented rice bran and niacinamide toner
2–5% niacinamide in a pH 5–7 base. The "helps skin tone look more even" claim rests on niacinamide, not on the fermented rice bran.
Packaging designed with the formula
Opaque or dark bottles limit darkening of the ferment; flip-top, screw cap or pump closures. A spray format needs its own assessment and is not assumed.
Parameters we monitor
What our R&D lab measures on every sample
These are the parameters Butter-C monitors during formula development and scale-up to production. Specific limits are agreed with you on the approved sample and then written into the product's in-house specification.
- Appearance, color & odor
- Clarity measured as turbidity; color and odor compared with the reference sample at each stability time point, the most sensitive indicators for a fermented ingredient.
- pH
- Measured directly at 25°C; pH drift tracked across stability time points.
- Density & conductivity
- Two quick batch-identity checks for an all-water system that catch mixing errors.
- Niacinamide content
- Assayed by HPLC when the formula contains niacinamide; checked per batch.
- Stability
- Accelerated aging at 40°C, freeze–thaw cycling, light exposure and storage at 4°C; monitored for darkening, haze and precipitation.
- Incoming raw material microbiology
- Microbiology certificate of analysis for every lot of the ferment blend, rechecked before production.
- Microbiology & challenge test
- Tested at a GLP / ISO 17025-accredited laboratory; preservative efficacy (challenge) test to ISO 11930 on the final formula.
- Skin assessment
- Irritation testing as required by the target market; to print a hydration figure on the label, it is measured with an instrument on volunteers using the finished product.
- Packaging compatibility
- Filled into the actual bottle, cap or pump; monitored for material odor, light penetration and seal integrity.
Claims
Claims matched to the evidence for fermented rice bran
In our PubMed search (02 Nov 2026) we found no human studies with Saccharomyces/Rice Bran Ferment. The closest data come from a mouse melanoma cell line: an extract of rice bran co-fermented with Lactobacillus rhamnosus and Saccharomyces cerevisiae reduced melanin synthesis by lowering MITF, without directly inhibiting tyrosinase (Chung et al., 2009). This in vitro result is not enough to support a brightening claim for a toner. Level of evidence: limited. Annex 03-MP of Vietnam's Circular 06/2011/TT-BYT also does not accept claims of preventing or reversing aging.
