Shampoo cleanses, but it also strips away much of the hair's natural oils, leaving the cuticle raised and negatively charged, so hair tangles and frizzes easily. Conditioner does the opposite: positively charged ingredients adhere to the hair surface, flatten the cuticle and reduce friction between strands so hair feels smooth, silky and easy to comb. Consumers judge a conditioner while rinsing — does the hair feel slippery? — and a few hours after it dries — does it feel heavy or greasy? Both impressions depend on the ratio of conditioning agents, silicones and oils for each hair type. Formula base
Cationic conditioners, fatty alcohols and smoothing agents
Conditioner is a cream emulsion built from positively charged conditioning agents and fatty alcohols; the rest of the formula sets the level of smoothness and how heavy or light it feels.
Cationic conditioning agents
Behentrimonium Chloride, Behentrimonium Methosulfate, Cetrimonium Chloride, Stearamidopropyl Dimethylamine — adhere to negatively charged hair, detangle and reduce static.
Fatty alcohols
Cetearyl Alcohol and Cetyl Alcohol combine with cationic conditioners to build a thick, stable cream that rinses easily.
Smoothing agents
Amodimethicone deposits selectively on damaged areas, Dimethicone adds shine; silicone-free lines use plant oils and light esters.
Additional conditioning ingredients
Hydrolyzed keratin, wheat protein, Panthenol, argan oil, coconut oil — condition hair and build the ingredient story.

Four factors that determine conditioner quality
Slip while rinsing
Detangling is evaluated on hair tresses: wet combing force and time to rinse clean.
No heaviness when dry
Silicone and oil levels are adjusted to hair type; fine hair needs a light conditioner, thick frizzy hair a richer one.
Stable cream
The gel network between cationic conditioners and fatty alcohols must stay stable, without water separation or seasonal changes in thickness.
Matched to the shampoo
Conditioner is usually sold as a set; fragrance, pH and ingredient positioning must match the shampoo in the same line.

Three common conditioner formats
Rinse-off conditioner
Thick cream applied after shampooing, left for a few minutes and rinsed out; the format usually sold alongside a shampoo as a set.
Leave-in conditioner
Light lotion or cream applied to damp hair and not rinsed out; lightweight, detangles and protects hair during blow-drying.
Silicone-free conditioner
Plant oils, esters and proteins replace silicones; fits a natural positioning and keeps hair light, but gives less shine.
Packaging must be planned with the formula
Pump bottles, tubes, flip-cap bottles; thick creams need a large-bore pump or a tube.
Parameters we monitor
What our R&D lab measures on every sample
Below are the parameters Butter-C monitors during formula development and scale-up to production. Specific limits are agreed with you on the approved sample and then written into the product's in-house specification.
- pH
- Measured at 25°C; conditioners usually have a slightly acidic pH to help flatten the hair cuticle.
- Viscosity
- Measured with a rotational viscometer at 25°C; determines pumpability and feel on application.
- Cream stability
- Centrifugation, freeze–thaw cycling, storage at 40°C; monitored for water separation and changes in thickness.
- Detangling performance
- Combing force measured on wet and dry hair tresses, compared with a control sample.
- Feel after drying
- Smoothness, shine and greasiness of tresses evaluated after blow-drying.
- Microbiology and preservative challenge
- Tested at a GLP / ISO 17025-accredited laboratory; preservative efficacy (challenge) test per ISO 11930.
- Restricted ingredient levels
- Some cationic conditioners have concentration limits; monitored for each formula.
- Packaging compatibility
- Monitors pump force, leakage and water separation at the nozzle.
Claims
Writing claims within the cosmetic scope
Conditioner acts on the surface of the hair strand; promises about roots or hair follicles go beyond that scope. Butter-C reviews the wording on labels and marketing materials while preparing the notification dossier.

Instead of: repairs damaged hair from the root, regenerates hair.
Reduces frizz and static
Instead of: treats frizzy hair, treats split ends.
Helps hair feel stronger, reduces breakage when combing
