Xylitol mouthwash OEM/ODM manufacturing
Xylitol Mouthwash · Alcohol-Free Xylitol Mouth Rinse · OEM/ODM
Consumers know xylitol from sugar-free chewing gum, so a mouthwash named after xylitol earns trust quickly. In a mouthwash, however, what xylitol does as a cosmetic ingredient is provide mild sugar-free sweetness and retain moisture — CosIng lists it as a flavoring and humectant, and the CIR (2025) concluded it is safe in cosmetics under present practices of use. Caries data for xylitol come mainly from fluoride toothpaste with 10% xylitol, syrups and lozenges (rated low to very low quality by a Cochrane review) and from chewing gum — products eaten or chewed several times a day; a trial with a xylitol rinse itself found no significant difference between groups. Fresh breath is therefore the job of the whole formula — zinc salt or CPC, flavor, cooling — while xylitol is the taste and the sugar-free story, described accurately. Unlike our general alcohol-free mouthwash page, this page goes into what is specific to xylitol: a use level based on the technical data sheet and sensory testing, preservation of an alcohol-free polyol base, claim limits, and reminders not to swallow and to keep the product away from pets, since xylitol can poison dogs. Butter-C offers full OEM/ODM service, from formula development and testing to finished, labeled product with its notification dossier.
Formula base
Xylitol within an alcohol-free mouthwash base
Removing alcohol removes the solvent for flavor and part of the preservation; an alcohol-free base therefore needs polyols, solubilizers and a thoroughly challenge-tested preservative system. Xylitol is one of the polyols in the base, and gives the product its name.
Xylitol — mild sweetness and moisture
A five-carbon sugar alcohol, highly water-loving; CosIng lists flavoring and humectant functions. Not listed in ASEAN Annexes II, III, VI or VII — no specific concentration limit. The CIR report describes actual use concentrations, but Butter-C has not been able to read the full text, so the formula level is based on the technical data sheet (TDS), sensory testing and stability testing. The % is recorded on a dry-substance basis on the formula sheet.
Solvent, polyols and solubilizers
Purified water; Glycerin, optionally Propylene Glycol, for moisture and solubilization; PEG-40 hydrogenated castor oil or polysorbate to keep flavor clear. No ethanol — including alcohol carried in by flavors or extracts.
Fresh-breath ingredients
Zinc gluconate (freely water-soluble; ASEAN Annex III Ref 24, water-soluble zinc salts max 1% as zinc) or Cetylpyridinium Chloride (CPC) at the levels commonly used in mouthwash trials. The breath claim belongs to the whole product and needs a test.
Flavor, pH and preservation
Mint flavor, low-dose Menthol for a mild cool feel, Sucralose when more sweetness is needed; Citric Acid – Sodium Citrate to hold pH; Sodium Benzoate (Annex VI Ref 1: oral care products max 1.7% as acid) and Potassium Sorbate (Ref 4: max 0.6% as acid), effective at acidic pH.
Key technical points
Five things specific to xylitol mouthwash
These are the points where a xylitol mouthwash differs from an ordinary alcohol-free mouthwash; each is settled by a verified source or tests on samples.
Reading the xylitol evidence correctly
Cochrane review 2015 (10 trials, 5,903 people analyzed): fluoride toothpaste with 10% xylitol used for 2.5–3 years may reduce caries by 13% compared with fluoride-only toothpaste in children — low-quality evidence, from two studies by the same authors in the same population; other xylitol forms rated low to very low quality (Riley et al., 2015). Chewing gum is a food chewed several times a day — its results do not transfer to mouthwash.
The trial with a xylitol rinse
A randomized double-blind trial in 105 people with high salivary mutans streptococci levels: rinsing with 20 mL of xylitol solution twice daily for 60 seconds (4.4 g xylitol/day), compared with xylitol gum and a no-product group; after 3 months levels tended to be lower in both xylitol groups but differences between groups were not statistically significant (p = 0.2) (Hildebrandt et al., 2010). These are dental data, not a basis for a claim.
Preserving an alcohol-free polyol base
Xylitol dissolves in the water phase. The raw-material data sheet states xylitol may serve as a substrate for microorganisms (not verified against a published source); in any case, as with every alcohol-free water-rich product, the final formula is challenge-tested to ISO 11930 and pH is set to suit benzoate – sorbate.
Clarity and crystallization in the cold
Flavor and menthol must stay within the solubilizer's capacity. The data sheet states xylitol at high concentration may recrystallize in the cold (not verified against a published source) — so samples are followed through freeze–thaw cycling, checking for haze and crystals at the bottom of the bottle and the cap.
Do not swallow; keep away from pets
The Cochrane review mentions adverse effects across xylitol product forms in general (mouth ulcers, bloating, flatulence, loose stools…). According to the FDA, xylitol can cause a rapid drop in blood sugar in dogs; the FDA advises keeping xylitol products, toothpaste included, out of dogs' reach. The label states “rinse and spit, do not swallow” and “keep out of reach of children and pets” (a practical suggestion based on the FDA advice).
Three formulation directions
Three xylitol mouthwash lines
Xylitol – zinc, mild mint
Zinc gluconate, xylitol, light mint, colorless; the core family line (adults and children over 6 who can rinse and spit). Xylitol and flavor mask the astringency of zinc.
Xylitol – CPC
CPC at the levels commonly used in mouthwash trials, with xylitol masking its slight bitterness. Not combined with anionic surfactants or anionic polymers; nonionic solubilizers used only as much as clarity requires, since they can reduce available CPC. CPC may cause slight surface tooth staining with long-term use.
Xylitol with green tea or fruit flavor, menthol-free
For people who prefer a light, non-cooling taste; ask about the extraction solvent of green tea extract to keep the “alcohol-free” statement true; extract color darkens over time.
Packaging is designed with the formula
PET bottle with dosing cap, travel bottle, single-use sachet; no flammable-goods storage needed as for alcohol lines. The label carries rinse-and-spit directions and the keep-away-from-pets reminder.
Parameters we monitor
What our R&D lab measures on every sample
Below is the set of parameters Butter-C tracks during formula development and scale-up. Specific limits are agreed with you on the approved sample and then written into the product's in-house specification.
- pH
- Measured fresh and after aging; pH determines benzoate – sorbate efficacy.
- Clarity
- Checked at cold, room and elevated temperature; haze and settled crystals recorded.
- Key ingredient content
- Zinc or CPC assayed on the finished product (CPC: available fraction when solubilizers are present); xylitol per batch weighing record, assayed when the label states a percentage.
- Ethanol
- Absence of ethanol confirmed, including amounts carried by flavors and extracts, before writing “alcohol-free”.
- Preservative efficacy
- Challenge test to ISO 11930 on the final formula.
- Microbiology
- Tested at a GLP / ISO 17025-accredited laboratory.
- Color, odor, taste
- Stable after aging; sensory rinse test for sweetness, cooling and aftertaste.
- Packaging compatibility
- Monitoring flavor absorption into the bottle, cap leakage, crystal build-up at the bottle neck.
Claims
Claims for xylitol mouthwash
Mouthwash is a cosmetic. Appendix 03-MP of Circular 06/2011/TT-BYT lists as unacceptable any claims about preventing dental abscess, gumboils, mouth ulcers, periodontitis, oral infections… For xylitol specifically, low-quality evidence is not enough to support a caries claim. Butter-C reviews label and marketing wording when preparing the notification dossier.
Keeps breath fresh (for the whole product, with a test)
Instead of: drug-like bad-breath claims, claims to act on odor-causing bacteria.
Contains xylitol; mild sweet taste, sugar-free (when the formula truly contains no sugar)
Instead of: xylitol prevents cavities, reduces cavity-causing bacteria, replaces fluoride.
Alcohol-free, no burning
Ingredient and sensory description; written only when the formula contains no ethanol. Instead of: “alcohol-free” while flavors or extracts contain ethanol.
Helps clean the mouth, used in addition to brushing
Instead of: replaces brushing, percentage-of-bacteria-removed figures.
Gentle oral care
Instead of: drug-like claims about gingivitis, mouth ulcers, canker sores, periodontitis.
Directions and warnings
Rinse and spit, do not swallow; use at a different time from toothbrushing (per the NHS, see our oral care routine article). Keep out of reach of children and pets. Children who cannot yet rinse and spit should not use mouthwash; intended users follow our alcohol-free mouthwash page (adults, children over 6). Pregnancy and breastfeeding: not enough data, ask a doctor. Persistent bad breath needs a dentist's examination. Instead of: safe to swallow, safe during pregnancy.
