Surface disinfectant sprays are used on tabletops, door handles, phones and everyday items at home, in offices and in restaurants. They are not applied to the body, so they fall entirely outside the cosmetic category: they belong to insecticidal and germicidal products for household and medical use, which require a marketing registration dossier, efficacy testing at a designated laboratory and dedicated manufacturing conditions. Common actives are alcohol, quaternary ammonium compounds, hypochlorous acid or hydrogen peroxide, each with its own strengths and limits on applicable surfaces. Butter-C advises on formula and packaging; the manufacturing and registration approach is discussed separately for each project.

Formula base

Registered actives in a water or alcohol base

A surface spray consists of registered actives, a solvent and supporting ingredients that help wet the surface.

Alcohol base

Dries quickly without streaks; flammable and not suitable for every surface.

Quaternary ammonium compounds

Benzalkonium chloride — low odor, for a wide range of hard surfaces.

Hypochlorous acid (HOCl)

Nearly odorless; less stable, requiring light-blocking packaging and re-assay.

Wetting agents

Nonionic surfactants help the solution cover the surface evenly.

Key technical points

Four factors that define a surface spray

Active content per the dossier

Assayed in every batch; active stability monitored throughout shelf life, especially for HOCl.

Tested efficacy

Applicable surfaces and contact time stated according to test results.

Surface compatibility

Does not cloud, corrode or discolor common materials; the label clearly lists surfaces not to use on.

Safety labeling

Warnings and directions for food-contact surfaces and children's toys per the dossier.

Three formulation directions

Three common surface spray lines

Fast-drying alcohol-based

For equipment, handles and offices; leaves no streaks.

Quaternary ammonium-based

Low odor, for hard surfaces at home and in restaurants.

HOCl-based

Nearly odorless, for families with young children; light-blocking packaging.

Packaging designed with the formula

Trigger sprayers, bulk cans, pre-moistened wipes; materials compatible with the active.

Parameters we monitor

What our R&D lab measures on every sample

These are the parameters monitored during formula development. Efficacy for the biocidal product registration dossier is tested by a designated testing laboratory as required by regulations.

Active content
Assayed at manufacture and after aging.
pH
Measured on the solution; affects HOCl stability.
Surface compatibility
Tested on plastic, metal, painted wood and glass.
Clarity, odor
Stable after aging.
Efficacy
Tested at a designated laboratory for the registration dossier.
Packaging compatibility
Spray bottles and cans that do not react with the active.

Claims

Writing claims that match the registration dossier

Claims, applicable surfaces and contact time on the label must match the test results in the biocidal product registration dossier.

Claims per the dossier

State only the scope and efficacy rates that have been tested.

Applicable surfaces

List surfaces it can be used on and surfaces to avoid.

Directions

Spraying distance, standing time, and whether wiping or rinsing is needed afterward.

Not for use on people

State clearly that the product is not for use on skin and must not be sprayed on people.

Warnings

Avoid the eyes; keep out of reach of children; flammability warning for alcohol-based lines.

Storage

Cool place, away from sunlight — especially for HOCl lines.
