Alpha-arbutin body lotion OEM/ODM manufacturing
Alpha-Arbutin Body Lotion · OEM/ODM
Alpha-arbutin is a glycoside of hydroquinone: a hydroquinone molecule bound to glucose through an alpha linkage, which can be made enzymatically from hydroquinone and starch. In the laboratory, alpha-arbutin inhibits tyrosinase from mouse melanoma cells and lowers melanin in cultured human melanoma cells and a three-dimensional human skin model; in people, the studies we checked were all multi-active face creams used by people with melasma or dark spots, and we found no study of a body lotion. For a body product the key number is 0.5%: the EU Scientific Committee on Consumer Safety (SCCS) assessed alpha-arbutin as safe up to 2% in face creams but only up to 0.5% in body lotions. The ASEAN annexes (June 2026 version) do not yet name alpha-arbutin, so this is a scientific reference level that Butter-C keeps, not a legal limit. Because arbutin can break down into hydroquinone — a substance banned in cosmetics — under heat, UV light or acidic conditions, the lotion is built around a cool-down phase, a buffer system, light-proof packaging and HPLC assay of hydroquinone. Claims stop at “helps skin look brighter and more even-toned”, to be tested on the finished product and always paired with a sunscreen recommendation for exposed skin. Butter-C offers turnkey OEM/ODM manufacturing, from formula development and testing to a labeled finished product and notification dossier.
Formula base
Alpha-arbutin at the body-lotion level, in a light emulsion
Alpha-arbutin is water-loving, so it sits in the water phase of an oil-in-water emulsion. The first thing to fix is the level for the product type, then pH, the temperature at which it is added and the preservative system.
Alpha-Arbutin at no more than 0.5%
SCCS Opinion SCCS/1552/15 (adopted 27 May 2015, published in Regulatory Toxicology and Pharmacology in 2016) concluded that alpha-arbutin is safe for consumers “in a concentration up to 2% in face creams and up to 0.5% in body lotions”, and stated that this opinion did not evaluate combined use with other hydroquinone-releasing substances. The updated Opinion SCCS/1642/22 (adopted 31 January 2023) kept both levels, safe “also when used together”, considered aggregate exposure with beta-arbutin (7% in face creams) safe, and asked that hydroquinone in the formula stay as low as possible, no higher than unavoidable traces. A body lotion falls under the 0.5% level. The powder raw material, INCI Alpha-Arbutin (CAS 84380-01-8, C12H16O7, molecular weight 272.25 — PubChem), is in Butter-C's stock.
Legal status in ASEAN
Alpha-arbutin is not named in ASEAN Annexes II, III or VI (June 2026 version). So 0.5% is the SCCS scientific reference level, not a legal limit in Vietnam; going above it requires the manufacturer's own safety data in the Product Information File (PIF). Butter-C stays within 0.5% for every leave-on body product.
Light oil-in-water emulsion
Glyceryl Stearate and PEG-100 Stearate as emulsifiers; Cetearyl Alcohol and Xanthan Gum for body and stability; Caprylic/Capric Triglyceride, Isopropyl Myristate and Dimethicone for a dry, fast-absorbing feel — oil level set by sensory testing for a hot, humid climate (formulation experience).
Humectants, pH buffer, preservation
Glycerin, Sodium Hyaluronate and Panthenol for moisture; Sodium Citrate and Citric Acid hold pH away from the acidic range; Disodium EDTA chelates metal ions; Phenoxyethanol (max 1.0% — ASEAN Annex VI, Ref 29) with Ethylhexylglycerin. We have no verified source for an optimal pH range for alpha-arbutin — pH follows the supplier's TDS and is fixed by stability testing with hydroquinone assay.
Key technical points
Keep arbutin intact, measure hydroquinone correctly
Hydroquinone is both the starting material for making alpha-arbutin and a breakdown product of arbutin. The four items below decide whether the lotion's dossier holds up.
Heat, pH and light
Arbutin breaks down into hydroquinone and p-benzoquinone under heat stress, UV light or dilution in an acidic environment; acid hydrolysis does not depend on the starting concentration (zero-order kinetics) — Khadivi 2024, abstract does not specify the isomer. So alpha-arbutin is dissolved into the water phase in the cool-down stage after emulsification, without prolonged heating; no AHA or exfoliating acid in the same bottle.
The right test method
Arbutin interferes with the US Pharmacopeia UV-VIS method for hydroquinone and may give false results, especially for regulatory purposes (Khadivi 2024). Butter-C uses HPLC to quantify arbutin, hydroquinone and p-benzoquinone together in the raw material, the finished product and at each stability time point. Hydroquinone is banned under ASEAN Annex II, Ref 1339: “1,4-Dihydroxybenzene (Hydroquinone), with the exception of entry 14 in Annex III” — the Annex III Ref 14 exception covers only professional artificial nail systems (0.02% after mixing).
The right substance, the right name
Alpha-Arbutin and Arbutin (beta-arbutin) are two different INCI names with different SCCS assessments (beta-arbutin: 7% in face creams when hydroquinone in the formula is below 1 ppm). Deoxyarbutin is banned — Annex II, Ref 1657 “4-[(tetrahydro-2H-pyran-2-yl)oxy]phenol (Deoxyarbutin, Tetrahydropyranyloxy Phenol)”. The SCCS levels, including the 2023 aggregate exposure assessment, apply to each substance at its own level in each product type, not to several hydroquinone-releasing substances in one formula — so the formula adds no other arbutin or derivative.
Large area, sun-exposed skin
A body lotion goes on arms, legs and shoulders — areas with a lot of sun exposure; every even-tone active needs daily sun protection (alpha-arbutin article on our site). A review on arbutin notes that dermatitis is rare and advises caution because hydroquinone can form during use (Boo 2021); people with a history of reactions to skin-lightening products should test a small area first. Pregnancy: not enough data — ask a doctor.
Three formulation directions
The same 0.5% alpha-arbutin, three ways into a body product
Single-active alpha-arbutin lotion
Alpha-arbutin at no more than 0.5% in a light, quick-drying lotion with a Glycerin and Panthenol base, fragrance-free. A short ingredient list and a story centered on one active; suited to daily all-over use.
Alpha-arbutin with niacinamide
Niacinamide acts at a different step of pigment formation — a pairing the alpha-arbutin article allows; 2–5% niacinamide has even-tone data on facial skin (Hakozaki 2002, per our niacinamide article), with no study of this exact pair or on body skin. One more assay and tolerance testing over a large area are needed.
Richer body cream for dry skin
Shea butter (Butyrospermum Parkii Butter) adds a soft, moisture-sealing feel for the dry season; alpha-arbutin still stays within 0.5% because it is still a leave-on body product. Watch for graininess of the butter in cold storage (formulation experience).
Packaging is part of the formula
UV light speeds arbutin breakdown: opaque light-blocking plastic pump bottles, flip-top bottles or tubes, avoiding clear bottles; stability testing and hydroquinone assay run in the actual commercial pack.
Parameters we monitor
What our R&D lab measures on every sample
These are the parameters Butter-C tracks during formula development and scale-up. Exact limits are agreed with you on the approved sample and then written into the product's in-house specification.
- Raw material COA
- Alpha-arbutin: INCI, CAS 84380-01-8, purity, free hydroquinone. Niacinamide (if used): free nicotinic acid.
- Alpha-arbutin content
- HPLC assay at the start and after each stability time point; the figure must stay within 0.5% and match the label to the end of shelf life.
- Hydroquinone & p-benzoquinone
- HPLC on the raw material, the finished product and after accelerated aging and light exposure; no UV-VIS method when arbutin is present.
- pH
- Measured at 25°C on every batch; pH drift tracked across stability time points — drift toward the acidic side raises the risk of arbutin breakdown.
- Viscosity & emulsion stability
- Rotational viscometer at 25°C; centrifugation, freeze–thaw cycling and storage at 40°C; watching for separation, color change and odor change.
- Microbiology & challenge test
- Tested at a GLP / ISO 17025-accredited laboratory; preservative efficacy (challenge) test to ISO 11930 on the final formula.
- Irritation & skin assessment
- Tolerance testing on volunteers on arms and legs; to claim “skin looks more even-toned”, measure on the finished product itself (colorimeter, standardized photos).
- Banned substances in the finished product
- Hydroquinone, mercury and corticosteroids tested in the finished product, as for any brightening body cream — evidence delivered with each batch.
Claims
Claims matched to the evidence for alpha-arbutin
Mechanism: of the two enzymes tested, alpha-arbutin inhibited only mouse melanoma tyrosinase (IC50 0.48 mM, about 10 times stronger than beta-arbutin), not mushroom tyrosinase (Funayama 1995, authors from a company); melanin in cultured human melanoma cells fell to 76% at 0.5 mM, and in a three-dimensional human skin model (250 µg) to 40% of control (Sugimoto 2004, authors from a company) — laboratory data. In people: Tantanasrigul 2025 (randomized, split-face, 30 people with melasma, a cream of 5% alpha-arbutin + 2% kojic acid versus a triple-combination cream, which is a drug) — melanin index and mMASI did not differ between sides, and the physician global score improved only on the drug side; these 5% and 2% levels exceed the SCCS level and the ASEAN kojic acid limit. Gabhane 2025 (open-label, no control group, 120 women analyzed, 2% alpha-arbutin + 10% trihydroxybenzoic acid glucoside + sunscreen, 90 days, authors from a pharmaceutical company). Level of evidence for alpha-arbutin alone: limited; no data on body lotions. Melasma and persistent darkening belong with a dermatologist.
Helps skin look brighter and more even-toned (to be tested on the finished product)
Basis: tyrosinase inhibition, the limited data above and measurements on the body lotion itself; always paired with a sunscreen recommendation. Instead of: whitening, body whitening, instant whitening, bleaching.
Contains alpha-arbutin
State the INCI name; give a percentage when assayed and no more than 0.5%. Instead of: “2% arbutin for body”, “hydroquinone replacement”, “hydroquinone-free” without HPLC results.
Recommends daytime sunscreen on exposed skin
Written into the directions, as for every even-tone product. Instead of: prevents dark patches from coming back, sun protection, protects skin from UV.
Moisturizes, leaves skin soft and smooth
Based on the formula's humectant base; moisture figures only when measured on the finished product. Instead of: skin renewal, skin resurfacing.
On-label reminders
Patch-test a small area before use; do not apply to broken, freshly shaved or sunburned skin; stop if redness or itching persists; do not use several products containing hydroquinone-releasing substances at the same time; pregnant women should ask a doctor. Instead of: gentle for every skin type, safe in pregnancy.
Time to visible difference
Combination face studies followed users for 12 weeks to 90 days; give days, weeks or percentages only with a test on the finished product. Instead of: “whiter in 7 days”, erases dark underarms, buttocks or knees.
